New thresholds for European public procurement contracts

The European Commission[1] has published the threshold amounts that apply, effective 1 January 2014, for the publication of public procurement contracts in the Official Journal of the Europe Union. These contracts are also subject to stricter competition rules.

1. Works contracts

During the period 2012-2013, the European threshold amount for works contracts was equal to 5,000,000.00 EUR. This amount applied to contracts in the classic sectors, utility sectors and defence and security sector. For the period 2014-2015 the threshold in all three sectors will be 5,186,000.00 EUR.

2. Supply contracts

During the period 2012-2013, the European threshold amount for supply contracts in the classic sectors depended on the type of contracting authority. In the case of central government bodies, for example the Buildings Agency, the threshold amount was equal to 130,000.00 EUR. For the period 2014-2015 the threshold amount is 134,000.00 EUR. In the case of decentralised government authorities, e.g. local administrations, the threshold amount was equal to 200,000.00 EUR. The new threshold will be 207,000.00 EUR.

For supply contracts in the utility sectors, the threshold amount of 400,000.00 EUR is being raised to 414,000.00 EUR for the period 2014-2014. The same applies for contracts in the defence and security sector.

3. Service contracts

For service contracts the same new thresholds apply as for supply contracts. In the classic sectors, therefore, this means a threshold amount of 134,000.00 EUR for central government bodies and 207,000.00 EUR for decentralised government authorities. In the utility sectors and defence and security sector, the new threshold is equal to 414,000.00 EUR.
